The Ministry of Land Affairs of the Democratic Republic of Congo (DRC) and eProseed have signed a contract for the implementation of “e-Foncier”. This ambitious program will fully digitalize the Cadastre/Land Registry department, and manage all real estate title deeds in an efficient, automated and secure manner across the DRC.

eProseed and DRC signing the contract for the digital transformation of Land Affairs

eProseed is delighted to announce the signing of the contract for the implementation of the “eFoncier” project in the DRC. The signing ceremony took place on Tuesday, 2nd August 2022 in Kinshasa, in the presence of His Excellency the President of the Republic, Félix Antoine Tshisekedi Tshilombo, and the Minister of Land Affairs, Aimé Molendo Sakombi.

The ambitious project provides for the geo-referenced digitalization of the DRC Cadastre, the securing and non-repudiation of titles and transactions, as well as the end-to-end digitization of all land procedures. At the end of this implementation, the Democratic Republic of Congo will be one of the global leaders in cadastral modernization.

The Gombé district in Kinshasa has been chosen to become the first pilot reference region that will release, on 1st December 2022, the very first digitalized and secure title deeds. This pilot will then be extended across the district and then replicated throughout all 26 provinces of the national territory.  In total, no fewer than 10 million titles will be digitalized, secured, and searchable, covering DRC’s 2,345,410 km², an area comparable in size to Western Europe.

Geoffroy de Lamalle made it clear, however, that eProseed “is not here to replace the State and the officials of the Ministry of Land Affairs. We are here to support the national Ministry, and through it all the Provincial Ministries, in an ambitious, but gradual, digital transformation. Congolese surveyors will be the major players in this modernization of the Cadastre — we will provide them with all the necessary equipment, as well as all the technical and logistical support, so that they can digitalize the DRC within the deadlines.”
